本標準規定了道路客貨運輸駕駛員行車操作的一般要求，以及出車前準備、行車中安全駕駛操作、應急處置、交通事故現場處置和車輛回場后檢查的相關要求。
本標準適用于駕駛汽油發動機和柴油發動機車輛的道路客貨運輸駕駛員的安全行車，駕駛上述兩類發動機車輛的道路危險貨物運輸駕駛員可參照使用。
